Trump’s sins and flaws were on full display long before he ran for president. His primary opponents even said as much until they reversed course. The thing is that Trump embodies the GOP id, and the GOP is all id.
But Swalwell was potentially a frontrunner for the Governor’s race in California, and California *must* remain a Democrat stronghold. He was much more of a liability as a candidate for Governor than he was as a Congressional rep, which is why people like Pelosi looked the other way to keep as many seats as they could in the House. And therein lies the hypocrisy. Heaven forbid our elected leaders simply do the right thing rather than factor in the political calculation of doing so.

She's no dummy and from what has been reported, Swalwell's predatory ways were an open secret for a long time. She may not have known the full extent but she certainly didn't try to find out either.
I think there is a collective action problem to some degree. It's very hard to get momentum to eject someone when (a) everyone doesn't know, (b) some people know, but what they know is vague and differs. It's important to take accusations seriously, but if there aren't specific accusations, what do you do? There are a range of problems with acting on rumors.
And of course we don't really know who knew what or when, so it's hard to know who was culpable, or what they did or did not do based on whatever information they had.
Which doesn't mean no one was culpable! It just means we don't really have enough info.
